To the Honorable the City Council of the City of .
It is probably well understood by the members of the City Council that there is about forty dollars of current money in the Treasury.
Since said money was deposited I have had various applications to redeem our city scrip by these funds; and some have asked for a considerable sum. I have however held on, thinking that it might be possible that you had other uses for it at the present time. I would now respectfully ask that you would direct how these funds should be disbursed; and wether I should redeem the city scrip by it on application, so far as it will go. as there is at present no directions extant but to “redeem the scrip when called upon”.
I have stated to applicants that I should wait for your instructions in this thing.
