In December 1848 Young met with several council members and suggested that Parley P. Pratt be sent to take charge of the missionary work in the Pacific and to establish missions in “the Sandwich Islands, Society Islands, New Zealand, Australia & China.” Young stated that he wanted Pratt to “teach them the principles of industry as well as the gospel, and prepare them for coming here [Salt Lake City] a few years hence.” (Minutes, 5 Dec. 1848, Council of Fifty, Papers, 1844–1885, CHL.)
