Decr. 17. 1844
P.S. In continuation of reply to your note of this morning I must say I do not comprehend the meaning of your observation “but none of these authorise me to issue orders to the Trustees for the Certificates they redeem” I have yet to learn that the City Council has ever taken a direct action on that item— but from what I have heard by the bye I suppose that a Committee from the City Council had conferred with the Council of the , and the Church Council had instructed their Trustees to pay the City Police their dues in certain Church property and that is all the orders the Trustees can have for the purchase of the Police Certificates, so far as my knowledge extends— neither the Recorder nor the Clerk of the City Council have any authority to issue an order to the City Treasurer authorising him “to give orders to the Trustees for all the Certificates which they may redeem &c”— that order as I before stated came from the Council of the Church and refers only to Certificates and Treasury Orders actually in possession of the Police, and not that which is in the hands of the Speculators— The Certificates of the Police when audited by the are ready for the acceptance of the Trustees. Those Certificates and the accompanying Treasury Orders if such there be, may be passed from the Trustees Office into the Treasury for which the is authorised to issue his receipts to the Trustees— and this is all the kn the understanding that I have on the subject— and so says
