Whenever any resolution was offered to the council all the members had to vote viva voce beginning at the oldest and on down to the youngest. was appointed Recorder and Clerk. After this organization and all having taken their seats the chairman continued his instructions. He said it was universally necessary before any resolution could become a law to have the vote of all the members of the council unless some of the members should be absent on business for the council.
