The Presidents of the differnt Quorums met with the High Council at s office, to receive instructions according to the appointment of the concil on the 18th. Prest Stated the reasons why the Quorum of Seventies had granted Licences that he applied to Pret Joseph Smith for permission on the Solicitations of the Quorums; that their reasons for so doing were because licences would not be obtained from the church clerk, Prest testified to the same, and the Council was satisfied, with the Testimony, & were addresd by Pret in the Wo[r]d of wisdem
