Footnotes
This serialized history drew on the journals herein beginning with the 4 July 1855 issue of the Deseret News and with the 3 January 1857 issue of the LDS Millennial Star.
The labels on the spines of the four volumes read respectively as follows: “Joseph Smith’s Journal—1842–3 by Willard Richards” (book 1); “Joseph Smith’s Journal by W. Richards 1843” (book 2); “Joseph Smith’s Journal by W. Richards 1843–4” (book 3); and “W. Richards’ Journal 1844 Vol. 4” (book 4). Richards kept JS’s journal in the front of book 4, and after JS’s death Richards kept his own journal in the back of the volume.

The ordinance regulating merchants and grocers required vendors to obtain a license from the Nauvoo city recorder. The charge was one dollar for every one hundred dollars in stock or trade, and the license was good for one year. The ordinance concerning steamboats required freight or passenger vessels that landed within the city limits to pay one dollar to the wharf master, who was under annual bond for the “faithful performance of his duty.” (Nauvoo City Council Minute Book, 16 Dec. 1843, 195–196.)
JS had proposed this petition on 8 December 1843, at which time a committee was appointed to draft it. At this 16 December meeting of the city council, Orson Pratt, a member of the writing committee, read a draft of the petition, after which the council discussed it and suggested changes. The council added William W. Phelps to the committee and referred the petition back to the committee for revision. The council accepted a revised draft five days later. (JS, Journal, 8 and 21 Dec. 1843; Nauvoo City Council Rough Minute Book, 16 Dec. 1843, 25–26.)
The memorial had been written on 28 November 1843 and was presented to Congress in April 1844. (JS, Journal, 28 Nov. 1843; JS et al., Memorial to U.S. Senate and House of Representatives, 28 Nov. 1843, Record Group 46, Records of the U.S. Senate, National Archives, Washington DC.)
