JS and other church leaders first began planning for the city of Zion in June 1833 in connection with plans to build temples in both Kirtland and Jackson County, Missouri. In August 1833, church leaders made plans for urban development in Kirtland, at about the same time church leaders revised the first city of Zion plat. (See Plat of the City of Zion, ca.
