On 9 March 1844, the city council carried a motion “that all the old aldermen be added to the List of members of this council.” Up to that point, eight men had served as aldermen. Of those eight, only three were still serving, leaving five—William Marks, Newel K. Whitney, Gustavus Hills, Hiram Kimball, and Samuel Smith—who could be considered “old aldermen.” The attendance records from 10 February to 13 July 1844 has the list of aldermen and councilors, mayor, marshal, and recorder and then lists additional aldermen and councilors; Hiram Kimball appears in this list of additional aldermen and shows attendance beginning 29 April 1844. On the attendance record for 9 March 1844, a note indicates that Kimball had not been notified of that meeting, giving reason for his absence. The notation vouching for Kimball’s absence from the 9 March meeting is evidence that he had been added to the city council as an alderman by that date despite his absence that day. For the 13 April meeting, the attendance record contains no such note vouching for Kimball’s absence from that meeting. Leonard Soby was appointed to serve as marshal while Sherwood was on a mission to New Orleans but declined to accept the appointment. Dimick B. It appears that the offices of city recorder and clerk of the municipal court were filled by the same individual. James Sloan was appointed city recorder 3 February 1841. The few places in the court docket book where the clerk of the municipal court is named show the same person as the city recorder for those dates. Oaths of office from 23 May 1842 to 8 June 1843 are signed “James Sloan City Recorder, and Clerk of the Municipal Court of the City of Nauvoo, Ills.” or “James Sloan, Clerk of the Municipal Court, and City Recorder of the City of Nauvoo.” On 28 July 1843, James Sloan appointed Willard Richards “to act as Recorder of the city of Nauvoo, and clerk of the municipal court during my absence out of the said city; and also clerk of the church.” (James Sloan, “Appointment of Willard Richards as Recorder,” 28 July 1843, Nauvoo, IL, Records, CHL; see also Nauvoo City Council Minute Book, 22 Jan. 1842.)

Parker was elected a constable on 11 February 1843 and sworn into office on 25 February. The Nauvoo City Council Proceedings and the Nauvoo City Council Minute Book for 11 February 1843 do not designate for which ward Parker was elected constable. Dimick B. Huntington, Lewis Robison, and William D. Huntington, Jr., who were serving as constables for the First, Third, and Fourth Wards, respectively, prior to the 1843 election, were all reelected on 11 February 1843 to continue their service as constables. Assuming that Huntington, Robison, and Huntington continued to serve as constables for the wards in which they had already been serving after being elected in February 1843, it is likely that Parker was elected constable of the Second Ward.
